John R. Prufeta, Chairman of the Board
John Prufeta is Founder and Chairman of Medical Excellence International and Chairman of Medical Excellence International Ltd., Hong Kong. He is General Partner of Medical Excellence Capital, LLC, a growth stage Venture Capital company investing in Gene Therapy, AI, and Regenerative Medicine. Mr. Prufeta was Chairman & Managing Partner of Agilence Health Advisors, LLC, a global healthcare business performance acceleration and venture development firm serving Academic Medical Centers, Health Information Technology organizations, Health Insurers and Consumer-Directed Plans, PBMs, Private Equity Firms, and Venture organizations. Prufeta is the former president and CEO of Medix Resources, a publicly-held company (NYSE: MXR) providing technologies that enables the secure communication of clinical, financial and administrative data between physicians and insurers, PBMs, hospitals and reference laboratories. Mr. Prufeta has held various leadership positions within the healthcare industry and served on the board of advisors or directors to several healthcare organizations including New York Hospital of Queens and the New York Presbyterian Hospital and Health System and an Advisor to the Skolkovo Innovation City in Russia among others.
Prufeta is a founding Director of Veteran’s Moving Forward, a not-for-profit charity focusing on providing innovative therapy treatments for disabled United States veterans and Eagle Scout Coordinator for Troop 71 Theodore Roosevelt chapter of Boy Scouts of America.
Prufeta is a graduate of the Harvard Executive Program, OPM 28 at the Harvard University Graduate School of Business. He holds a B.S. degree in Management from St. John’s University.

Persy Hayball is a Legal Counsel at MHC (Services) Ltd., where he advises on a full range of commercial and legal issues. Prior to joining MHC (Services) Ltd in March 2013, Mr. Hayball worked at the London offices of the leading international law firm Skadden, Arps, Slate, Meagher & Flom, where he specialized in advising companies and ultra-high net worth individuals involved in high-value international commercial arbitration and cross-border litigation.
Mr. Hayball has advised clients in some of the world’s largest and most complex disputes, including a number of “bet the company” litigations and arbitrations involving claims in excess of US$1 billion. Mr. Hayball is qualified as a solicitor in England and Wales, earned a Graduate Diploma in Law with distinction from City University (London) and graduated with double first class honors in history from the University of Cambridge (Queens’ College).
Rick X. Niu
Mr. Niu is president of Starr Strategic Investments, and oversees all aspects of Starr's global capability that meets the investment, risk management and strategic needs of emerging-market investors doing business in the U.S. and around the world, as well as companies and local governments in developed and developing countries seeking international investments that support commercial growth, capital optimization and job creation. He is also actively involved in efforts supporting C.V. Starr & Co.’s historic commitment to U.S.-China relations. Prior to Starr, Mr. Niu held various senior leadership and management positions in North America, Europe and Asia with ING Group NV, American International Group, and China International Trust & Investment Corporation.
Mr. Niu earned a Bachelor of Science degree from Tsinghua University in Beijing, and an MBA from Columbia Business School in New York. He also attended the Financial Services Senior Executive Leadership Program at INSEAD in Paris and Singapore.
